Cold In-Place Recycling Hot Mix Paving Removal of Asphalt Pavement, Partial-Depth Open Cut Culvert and Steel beam Guiderail Replacements (HCPW 26-301)


Huron County Has awarded HCPW 26-301 County Road 17 - Cold In-Place Recycling Hot Mix Paving Removal of Asphalt Pavement, Partial-Depth Open Cut Culvert and Steel beam Guiderail Replacements to Lavis Contracting Limited. Work for this project is anticipated to be completed in all parts by October 9th 2026.


Update


This Project is set to start May 6th 2026, with layout and warning signage installation. Culvert Replacement work to start following the Victoria Day Long Weekend, on the morning of Tuesday May 19th 2026. It is anticipated Paving Works will begin mid-Summer.


Background Information


HCPW 26-301 is divided into four parts, which includes:


Part 1: County Road 17 (Winthrop Road) From County Road 15 East Limits to County Road 12 West Limits

  • Cold-In-Place Recycling, Hot Mix Paving and Removal of Asphalt Pavement, Partial-Depth (~5.98 km)


Part 2: County Road 17 (Winthrop Road) From County Road 12 East Limits to County Road 14 West Limits

  • Cold-In-Place Recycling, Hot Mix Paving and Removal of Asphalt Pavement, Partial-Depth (~10.33 km)


Part 3: County Road 17 (Winthrop Road) From County Road 15 to County Road 14

  • Open Cut Culvert Replacement (19)


Part 4: County Road 17 (Winthrop Road) From County Road 15 to County Road 14

  • Guiderail Replacements (~500m)
  • Guiderail End Treatment Replacement (18)

County Road 17 within project limits is a Class 3 road with an estimated AADT of 913.


Parts 1 and 2


Parts 1 and 2 within project limits were last rehabilitated with Cold-In-Place Recycling (CIR) and Hot Mix Asphalt (HMA) in 1999, with each section currently holding a PCI of 68 West of County Road 12, and 67 East of County Road 12. Pavement distresses on County Road 17 include moderate to severe transverse and longitudinal cracking, moderate alligator cracking, moderate joint reflection cracking and minor pavement edge cracking.


Due to the observed distresses, CIR is the recommended rehabilitation strategy that addresses the significant cracking within the existing pavement structure and allows for the road to be brought up to County Standards by widening of the pavement platform. This strategy also utilizes 100% of the existing material that significantly reduces costs and when combined with the new surface lift of HMA extends the service life of the pavement structure by approximately 20 years.


The rehabilitation strategy for Parts 1 and 2 specifies mill and place CIR material at 100mm as well as placement of one 50mm lift of HMA. This rehabilitation strategy is the preferred options based on the observed deficiencies throughout the scope of work and the CIR method is 20%-50% less expensive than conventional maintenance and reconstruction methods while reducing greenhouse gas emissions by up to 90%. Huron County has successfully utilized CIR on previous rehabilitation projects of similar size and scope and have been pleased with the results.

The proposed 2026 Public Works capital budget includes County Road 17 from County Road 15 to County Road 14 using CIR and HMA for a total of 16.31km. The total paved platform of the roadway will be widened from 6.7 m to 8.2 m total, consisting of 3.5 m driving lanes and 0.6 m wide extended paved shoulders to meet updated County standards that enhance safety and provides improved drainage of the roadway. Areas for fully paved shoulders were identified at bridge and guiderail locations in order to reduce maintenance associated with granular shoulders.


Part 3


Part 3 is included in this tender after the review completed by GemTec Engineering in 2025 of the condition of centerline culverts on County Road 17, where 19 total culverts were recommended for replacement. Part 3 of this contract is also included in the proposed budget for culvert replacements on County Road 17 from County Road 15 to County Road 14.


Part 4


Part 4 is included in this tender after the review of the condition of existing Guiderail Safety Devices on County Road 17 in accordance with provincial standards. Part 4 of this contract is also included in the proposed budget for guiderail replacements on County Road 17 from County Road 15 to County Road 14.
