County Road 7 (From County Road 4 (London Road) to County Road 30 (Fordwich Line) 20.1km
County Road 7 within project limits is a Class 3 road with an estimated AADT of 700. This section was last rehabilitated with HL-4 Hot Mix Asphalt (HMA) in 2004, with each section currently holding a PCI of 57 East of Wingham, 54 East of County Road 12 and 59 East of County Road 28. Pavement distresses on County Road 7 include moderate to severe transverse and longitudinal cracking, moderate alligator cracking, moderate joint reflection cracking and minor pavement edge cracking. County Road 7 is scheduled for paving for 2025.
The County has just closed the Open Bidding for the work to replace Culverts, cold in place recycle and pave all of County Road 7. The in field investigations for this project are to be completed by July 5th 2024 with a Technical report completed by GEMTEC Engineering to the County in late September 2024.

Due to the observed distresses, CIR is the recommended rehabilitation strategy that addresses the significant cracking within the existing pavement structure and allows for the road to be brought up to County Standards by widening of the pavement platform. This strategy also utilizes 100% of the existing material that significantly reduces costs and when combined with the new surface lift of HMA extends the service life of the pavement structure by approximately 18 years.
The rehabilitation strategy for Parts 1, 2 and 3 specifies mill and place CIR material at 100mm as well as placement of one 50mm lift of HMA. This rehabilitation strategy is the preferred options based on the observed deficiencies throughout the scope of work and the CIR method is 20%-50% less expensive than conventional maintenance and reconstruction methods while reducing greenhouse gas emissions by up to 90%. Huron County has successfully utilized CIR on previous rehabilitation projects of similar size and scope and have been pleased with the results.
The proposed 2025 Public Works capital budget includes County Road 7 using CIR and HMA for a total of 20.1km. The total paved platform of the roadway will be widened from 7.0 m to 8.2 m total, consisting of 3.5 m driving lanes and 0.6 m wide extended paved shoulders to meet updated County standards that enhances safety and provides improved drainage of the roadway. Areas for fully paved shoulders were identified at bridge and guiderail locations in order to reduce maintenance associated with granular shoulders.
Part 4 is included in this tender after the review of the condition of centerline culverts on County Road 7.
Culvert Work is anticipated to start after April 24th 2025 and Paving operations are permitted to begin after May 20th 2025.
