The County of Huron is currently investigating improvement options at the intersection of County Road 83 and Airport Line, west of Exeter, through the Municipal Class Environmental Assessment (MCEA) process. An MCEA was recently completed for improvements at the intersection of County Road 4 and County Road 25 in Blyth. Further details on each MCEA are provided below.


County Road 83/Airport Line (Exeter)

A Screening Report documenting the environmental assessment process conducted for this project is available for public review under the Notice of Study Completion - County Road 83 and Airport Line section of this page.

  • MCEA is being undertaken in response to a recently completed traffic study that identified significant peak traffic on weekends and holidays, public concerns with performance and safety, and an expected increase in future traffic levels.
  • The study team is currently evaluating alternative options for improvements at the intersection, including but not limited to traffic calming measures, signals and a roundabout.
  • When the preliminary preferred solution is identified, it will be presented at a Public Information Centre. During this meeting, the evaluation of alternatives will be explained and the public and stakeholders will have an opportunity to provide input and feedback. Notices for this meeting will be placed in local papers and on this website.


County Road 4/County Road 25 (Blyth)

  • MCEA was being undertaken in response to a recently completed traffic study, increased pedestrian and cyclist traffic, and potential future development in the local area.
  • Through the MCEA process, a detailed review of various alternatives (traffic calming measures, traffic signals, single and double lane roundabouts) was conducted. Based on the impacts identified, the preferred solution is the installation of traffic signals.
  • A copy of the Screening Report for the MCEA can be found under the documents section in the sidebar.


The intent of the MCEA is to identify and evaluate options for improvements, including but not limited to traffic calming measures, signalization and round-abouts, and identify potential impacts and mitigation measures for impacts.
